Service Programme Management (Operations and Service Provision)

The GNSS Service Programme Management Departments manages the exploitation phases of the EGNOS and Galileo programmes. Specifically, the department:

  • Analyses, defines and implements the EGNOS and Galileo exploitation phases, in compliance with the delegation agreements with the European Commission, including controlling the associated schedule, costs and risks.
  • Oversees the EGNOS and Galileo infrastructure operations, maintenance, protection, on-going improvement and evolutions activities, through associated contracts and/or working arrangements.
  • Ensures all standardisation activities associated with the EGNOS and Galileo programmes and manages the operational interfaces and service provision to the EGNOS and Galileo users.
  • Liaises with the GSA Market Development Department for the market strategy and development of the EGNOS and Galileo use; with the GSA Security Department and Security Accreditation Board to ensure the accreditation of the EGNOS and Galileo systems and services; with EASA and other relevant authorities to ensure certification of the EGNOS and Galileo systems and services; and with the European Commission and ESA on all matters dealing with EGNOS and Galileo exploitation-related activities.

Market Development

The Market Development Department handles all matters relating to the structure, function and growth of the European GNSS market. Core responsibilities include:

  • Assess the evolution of the satellite-based navigation market and value chain and, based on this, define and implement the European GNSS market entry plan for main downstream market segments and work with users and stakeholders of these segments to establish roadmaps and actions for the adoption of European GNSS.
  • Support EC and Member States' initiatives for the development and adoption of regulated applications, particularly in cases where legislative and regulatory measures prove necessary to enable pan-European applications.
  • Support and manage entrepreneurship, start-ups, R&D projects, funding opportunities, innovation centres and user communities to facilitate the development of innovative applications based on European GNSS.


The Security Department handles all matters relating to the security of GNSS systems, including:

  • Establishing and managing a suitable permanent structure for the implementation of security-related decisions and necessary operational contacts.
  • Ensuring compliance by the system operator with instructions issued pursuant to DECISION 2014/496/CFSP (aspects of the deployment, operation and use of the European Global Navigation Satellite System affecting the security of the European Union)
  • Contributing to the definition of security specifications of systems and their operations
  • Contributing to the definition of specifications and instructions for manufacturing PRS (Public Regulated Service) receivers, in accordance with the PRS access policy defined by the Council

Galileo Security Monitoring Centre (GSMC)

The Galileo Security Monitoring Centre (GSMC), an integral part of the Galileo infrastructure, is charged with:

  • Monitoring and taking action regarding security threats and alerts and the overall operational status of systems components.
  • Managing PRS access on system level, ensuring that sensitive information relating to the use of PRS is suitably managed and protected and is not exposed to the Galileo Operating Centre.
  • Implementing “Joint Action” instructions in the event of a threat to the security of the European Union or to a Member State arising from the operation or use of the system, or in the event of a threat to the operation of the system, in particular as a result of an international crisis.
  • Providing PRS and Galileo security expertise and analysis.


The GSA Communications department is responsible for the information provision and dissemination, promotional activities, and outreach initiatives of the GSA. Among other things, the GSA’s communication activities focus on the development and implementation of communication strategies and initiatives that support the objectives of:

  • GSA Corporate Communications: communicating information regarding the Agency in general and, specifically, its image, responsibilities, facilities, milestones and staff.
  • European GNSS service, applications and R&D promotion: promoting GNSS R&D activities, achievements and other service and application related communications, in cooperation with the European Commission and in support of the GSA Market Development, Security and Exploitation (Service Provision and Operations) Departments.
  • Internal Communication: communicating and establishing a consistent dialogue with GSA staff regarding the Agency, its actions, staff and milestones, as well as other relevant team building and knowledge-enhancement related actions, in conjunction with the GSA Human Resources Department.
  • Stakeholder Communication: communicating, providing relevant information and promoting relationship-building with relevant external stakeholders.

Human Resources

Human Resources manages all tasks relating to selection and recruitment, personnel administration, welcome office and staff development, including:

  • Developing, implementing and enforcing the Agency's staff regulations and policies, in accordance with applicable EU rules and best practices
  • Ensuring that relevant information on personnel is kept safe, up-to-date and readily accessible to management and staff, in conformity with applicable rules on data protection.
  • Organising recruitment processes and coordinating the work of selection boards and, for new hires, integrating into the Agency and assisting with the relocation and integration of their families into their new environments.
  • Managing effective performance management and ensuring the professional development of the Agency’s staff and promoting ongoing social dialogue.


Among other tasks, the Legal Department:

  • Ensures the overall follow-up of all GSA legal activities, steers the legal dimension of all GSA activities and provides legal advice on all GSA policies.
  • Assists department heads in such matters as contract preparation, negotiation and interpretation and manages all procurements, contracts, grants and other agreements.
  • Oversees the protection of personal data and ensures compliance with relevant legislation.


Among other tasks, the Finance Department:

  • Updates and ensures compliance with the GSA Financial Regulation and respective implementing provisions
  • Forecasts GSA's annual revenue and expenditure and, based on this, prepares, implements and controls the budget and annual accounts and provides all related accounting, financial management and reporting
  • Manages relations and coordinates activities related to the European Court of Auditors, the European Commission's Internal Audit Service, and the accounts discharging process

Project Control & Office of the Executive Director and Quality

The departments Project Control (PC) and Office of the Executive Director and Quality (EDQ) handle all matters related to project control of the Galileo and EGNOS programmes, together with corporate programming, Quality and IMS management, and document management. Specific tasks include:

  • Programme control activities,
  • Regular reporting on EGNOS and GALILEO programmes implementation,?
  • Development of key planning and programming documents,?
  • Quality Management and ISO 9001 certification, along with the development of an Integrated Management System,
  • Product /Quality Assurance and Reliability, Availability, Maintainability and Safety,
  • Configuration and Documentation Management activities.

Facility and Logistics

Facility and Logistics is responsible for all matters relating to the management of GSA premises, facilities and assets and all related administration and logistics, including:

  • Provision of office supplies, energy and other commodities necessary for the daily operations of the Agency
  • Operation and maintenance of the premises
  • Management of the physical inventory, installation of new staff and setup of office equipment
  • User support

Internal Audit

Internal Audit consists of? Internal Control Coordination (ICC) and Internal Audit Capability (IAC), whose responsibilities include:

  • Management and implementation of all actions in relation to the GSA’s Anti-Fraud Strategy.
  • Assessment of the requirements for the implementation of the Business Continuity policy (BCP) (incl. Disaster Recovery), and execution of BCP Gap Analysis.
  • Coordination of internal and external audits and all related reporting, evaluation, coordination and compliance as it relates to the Internal Audit Service (IAS), EC Internal Control Standards (ICS), GSA Internal Audit Capability (IAC) and audits of Delegation Agreements’ on annual expenditure accounts and control systems.
  • Provision to the GSA Administrative Board and the Executive Director of independent and objective consulting services to ensure effectiveness and efficiency of the governance, risk management and control processes in the GSA.

IT Department

The IT Department is responsible for the Management of the Information and Communication Systems, including:

  • Supporting the business needs of the Executive Director and operational departments from a technical and organisational standpoints.
  • Planning and management of the implementation, operation, development, optimisation and maintenance of the Information and Communication Technologies (ICT) infrastructure.
  • Coordinating the development, maintenance, optimisation and implementation of internal administrative procedures and supporting document management and archiving.
  • Ensuring administrative procedures are synchronised with information systems in order to maximise the benefits of using modern technologies and the overall efficiency and performance of the Agency.
